Universal installer won't come up

I use Mac OS 10.13.2. When I double clicked the Universal installer Version 11.09(11.08 too), two icons are shown in the dock but the application is not visible on the screen and the application is hang up(not responded) in "Fource Quit Applications" window. Did this ever happen to someone?
