Additional Mouse Wheel Options...?

Just wondering if Jules could add a few simple mouse wheel options. For instance, if we could set it up so that the mouse wheel operates similar to the way it does in cool edit pro / adobe audition. By this I mean that when the arrow is within the clip window, it could scroll up and down tracks, when it is above, it could scale horizontally, and when it is on the side it could scale vertically.
