So in the middle of the install, we're asked to provide directories for the main program data, the 32 bit VST's, and the 64 bit VST's. Right under the last two, it says, "If you specify an invalid directory, the VST plugins will not be available."

I only want the 64 bit VST's, so I blank out the 32 bit directory and hit Next. Nope! "Paths cannot be empty." Really? What's more invalid than a blank?

Please make it valid to leave blank paths for the versions we don't want to install. Or at least give a "Continue / Go Back" warning dialog that let's us confirm we don't want whatever it is installed. Having to type n/a or None in there is... odd.

I'd hardly call it "inconsistency" to be honest :). Anyways "If you specify an invalid directory, the VST plugins will not be available." means that your DAW won't find them, so they won't be available, it really doesn't say you should empty it to avoid installation.
Anyways from version 9 (I think) the 32 & 64-bit plugins are always installed, simply because people don't understand the difference and thanks to the plugin kernel they don't occupy almost any space (each plugin is like 150kB, so in today's standards "nothing" ). Therefore I'm afraid I cannot really offer you what you are asking for, it would be sort of a step back and there's just not enough time to make things bulletproof and then spend the support time on explaining users the difference between 32-bit and 64-bit and that it really doesn't mean audio quality :D
