BR: midi pre-delay issue

If you set the pre-delay for a midi output to later than 0, there is no sound when you click on the notes or the vertical keyboard in the midi editor.
On my system, I have to set the pre-delay to 23 ms late. Otherwise the recorded notes from an external synth are before the beat and the attack is cut off if there is a note at the start of a clip. This setting also causes the first note to not sound when you loop selected bars.
Changing the pre-delay setting doesn't seem to effect this issue until you restart the program, that's why I haven't found the cause of this problem until now.
