BR: Track Editor scroll does not match main setting, scroll broken as well.

As the title says.

I have my "Mouse wheel action" set to zoom, hold shift to scroll. The track editor still uses shift-scroll to zoom and does not scroll.

Mousewheel does not scroll no matter what in the track editor.
