By now the Steinberg VST SDK is no longer available. Only VST3. And as usual a written consent has to be issued by Steinberg for offering plugin based on the SDK.
My question is about the need to have this signed for each and every new plugin. For instance, can Melda continue to offer new VST plugins or will there be a point in time (perhaps soon) when it will no longer be legally possible ?

Yes, devs who signed the VST2 license contract will be able to continue to develop and release VST2 plugins...
Not that that matters much for the end user, TBH. Unless your host counts to the rare ones which still don't support VST3.

Hehe I even forgot I signed such a contract the decade ago 
. Anyways I don't think Steinberg would prosecute anyone for using the old VST2 SDK, it's part of the VST3 SDK anyways.
