How to understand this parameter in dynamics plugins? Manual hasn't helped me.

It is hard to tell. It could work in any number of ways, from low-frequency contest to using the set project tempo. I say just use your ears.

Yes, use your ears 
. Autorelease of any kind just varies the release time depending on "something". Check the info if you want to understand what the variation is based on, but generally ears are the only judge anyways
