Waveform not passing midi notes to external port with stopped transport?

You need "run audio engine when stopped" under general options, and "Enable input monitoring" for the tracks you want to feed on to audio or back to MIDI.

I checked. "Run audio engine while stopped" is enabled, and also Input Monitoring for the input device. I noticed that it seems to keep something in a buffer, because it sends notes on with a very short duration when I start the transport.
BTW, I am in Windows 10, latest updates.
