Bug when moving blocks on the arranger track

Annoying bug when moving or expanding blocks on the arranger track.

100% reproducible by moving or expand a marker block on the arranger track and the project's main arranger window scrolls upwards, losing your place vertically.

This is only noticable when you have a large project and you have scrolled down to show the lower tracks.

Duplicated this on my system. Have passed this along to the Waveform devs.

It has been reported to me that this bug is fixed in beta version 11.1.30, which is not out yet (10/28/20). Not sure if that's a public beta.
