User defined tags pose a dilemma where the expectation of people who use the system and the ecosystem of sharing/selling soundsets collide. User tags would only ever live on that user's machine, and would be hard to sync if multiple machines were involved. This would work best with some kind of online management, like a cloud service, which we do not find desirable (we won't manage user data online).
Apart from Favourites and Bank Name, the best thing to introduce multiple tags in our preset system is consistently editing the description fields of our presets, which are searchable (and searches can be saved for later use).
To throw an idea in: If we had Playlists / Sets which are user created, that could cover user-defined tagging, provide a new playlist feature and not get into conflict with tags in the first place. Presets could be put into multiple playlists at the same time - not as a copy, but as a symlink / association. In addition, you could now also have MIDI learnable controls for navigating the playlist, e.g. jumping to next or previous preset, etc.
Not so sure on genres, though. It's probably difficult to find consensus on that and it probably only works for presets that are clearly genre specific?
