I loaded the VST2 into Ableton Live 10 and set it to 'Extreme' quality with 'Minimum Phase' turned OFF and plugin latency was approximately 170ms - as expected.
Switching 'Minimum Phase' ON made plugin latency go to 0ms (as reported by Ableton Live), which I also expected. No issues otherwise. The Live set was saved in this state and then closed.
Upon closing and reopening Live, the instance of the plugin began reporting 170ms, despite the settings previously reporting a latency of 0ms. For some reason this also confused Live - instead of delaying ALL tracks by 170ms - all tracks EXCEPT for the track with FreeformEQ were delayed - unsyncing the track from all the others.
Turning Minimum Phase on and off again did nothing until I changed quality to Very High, back to Extreme, and then turned Minimum Phase back on - then the latency went back to 0ms - and all tracks fell back in sync.
Possible bug?
