Do I use 'the send' after or before the 'Volume and Pan'? I've seen some people using it before and some using it after.
So what is the correct way?
I saw in the manual that you have to put it after the Volume and Pan.
But is it a hard rule or you can use the position in creative ways?\

Totally up to you.

I place it before the volume plug in (pre-fader). For one thing, the send plug in has a send level setting of its own, so I can adjust the output level of the send independently of the overall track. I believe this affords me maximum control with a lot of precision. You can also automate the send level without having to worry about it being affected by the overall track level if you adjust that later.

As a plugin, send of course can be put ahead of or behind any other effects, allowing you to decide how much is sent.

Ultimately, it's up to you...but it comes down to whether you like pre-fader or post-fader mixing ..because that's really what this comes down to, and Waveform let's you do both...including a send before and a send after your fader plugin! I've never done that, but you could.

I remember in older versions the Send plugin didn't even work if you put it before the volume/pan. It seems to work in more recent versions.

I would put the Send before a volume/pan if I wanted to make sure the audio being sent isn't effected by volume and pan in the same way that the regular signal flow is effected. Like if you want your guitar to be panned to the right but you want it to be central in the reverb ambience.

Keep in mind you can have more than one volume/pan plugin.
Surely there must be consensus by now...
