If Waveform isn't even able to see it at all, the most likely thing is that it has been installed into a folder that Waveform isn't scanning.
I highly recommend that you give more details.

Surely there must be consensus by now...

In Waveform I've chosen the path for it to find Guitar Rig, but Waveform seems to only recognize .dll's. Guitar Rig is an .exe. I'm not sure how to make Waveform recognize Guitar Rig.

I'm wondering if it's an executable installer that has yet to be installed.
Spotify, Apple Music, YouTube, and even Deezer, whatever the hell Deezer is.

You probably have to add c:\program files\Native instruments\VSTPlugins 64bit to scan, assuming you've installed the NI package.

Yes, the .exe extension makes me think it's just the installer package and it hasn't been installed yet.

At least on the Mac, Guitar Rig includes both a plugin and a stand-alone version (which runs without a host). Presumably on the Windows side, the .exe file would be the stand-alone version, and the plugin would be installed somewhere else.
Have you tried it in a different DAW (if you have one)?
If you do not have one available or it is not working in another DAW, as a first step, I would recommend going into Native Access and making sure that it shows the product as installed. You might try the "reinstall" option (move the mouse over the gray text along the right side of the list to see this) just to see if that helps in case there is an installation problem.
You might also try actually running the standalone version to see if it is working at that level.

If I remember correctly, native Instruments set their own plugin path. Look into the Native Access, upper right corner, settings. And look for the VST 64 location. There are your NI plugins installed and this is the path, you need to enter into your DAW.

I created a path to the .exe file so, of course, it wasn't going to work. Then I found the .dll file and created the path to that file so then it did work. I've had the programs for quite some time but I'm only now trying to record a song. I basically forgot some of the basics.
Thanks for all the help.
