OSC2 on Tal Noisemaker has an FM dial, and that dial changes the OSC's sound even when neither LFO is routed to it. So I am hoping to learn, what is modulating it in that case?

Okay, I didn't think that was the case because I didn't think changing anything about OSC1 was affecting the FM sound but since you said that I double checked and changing OSC1's frequency does change how the unLFO-ed FM sounds, so that mostly clears that up.

Changing OSC1's waveform and PW don't affect the FM sound even when OSC2 is at a very low frequency (ie I've set my controller several octaves down) at a range where the difference between square and saw FM should be apparent (since you can clearly hear the individual FM pulses a quarter second or so apart from each other.)) So right now it looks to me like what's modulating OSC2 is not exactly OSC1, but an oscilator which shares OSC1's frequency setting. (Whose amplitude an waveform we can't control.)

Yes , it's osc1 using a (hidden ) sine wave that is modulating osc 2 .
The advantage is that you can still blend in osc1 with another waveform
