…that doesn’t cost a small fortune.

Is there a plug-in/library that’s generally considered to be the go to for quality strings? Is Kontakt a must for strings these days? (I don’t own it)

There isn't a single one, you do not need Kontakt (VSL, Spitfire and Orchestral Tools have their own Samplers).

I forgot to mention, that you can also buy parts of OT Libraries (like Berlin Strings or as part of one of the Arks) if you do not need all instruments/ensembles/articulations:

Yeah there is a lot of options, and you already got some nice links to look at. If I were to make my own personal list by budget, it would be something like this:

High budget = Spitfire Chamber Strings
Mid budget = Cinematic Studio Strings
Low budget = 8dio Century Strings

These are all full, dedicated string libraries but it still comes down to what you personally feel sounds the best. Try and listen to various demos and see what hits what you are looking for :)

SONIVOX was part of a $1 deal on PluginBoutique but is currently hovering around $50-60 (lower end). For Kontakt libraries if you wanted to get it, you could opt for Action Strings 2 for $299.
