I started playing with the arp in MSF and for some reason when I release the keys I sometimes get a single "hanging note".
It's as if a key was pressed and the main envelope never reached the release phase. The only way to fix this is by disabling the arp.
Is this expected behavior? Am I missing an option somehwre?
Why do I get hanging notes in MSF when the arp is enabled?

I get this when looping in reaper with all types of VIs. Besides disabling the arp, you can probably use MSF's midi panic button or an All Notes Off MIDI message (CC#123, I think).

Honestly it's the first time I ever encounter this behavior. Idk brother. When I tested it yesterday, I didn't get this behavior. This sounds like a candidate for a support request. Be sure to include OS, DAW and reaper versions.
