Very strange CC input stepping [REAPER + BlueArp]

Hello,
I have this very strange behaviour with the REAPER project attached: if I press a key so that the ARP starts triggering MIDI (project is not playing) and then I slooowly move the mod wheel, the mod wheel MIDI messages are received not smoothly (MOD wheel controls filter cutoff and here the messages are received only when the wheel is moved abruptly).
If I turn off BlueArp and turn on REAPER JS Midi Arpeggiator the mod wheel works perfectly, same disabling both arpeggiators, so I would tend to say it's not a hardware issue with the mod wheel...
Only Surge XT (1.1), Blue ARP (2.3.8 VST3), and native REAPER plugins are needed.
Could somebody kindly try and check if that happens as well?

I have tried Zebralette instead of SurgeXT, same exact thing. I think something is going funky when Blue Arp is enabled...

Other information: Blue Arp VST2 does not cause the issue, only the VST3 version does!

This is probably related (but not sure if BlueArp is JUCE based or not). At any rate, VST3 is entirely possible to have sample accurate MIDI, but depends how it's implemented in the plugin.
