Yeah, it's that number up and double that number down so +9 is 9LU above 0LU and -18LU down. I usually leave it on +18.
No need to hit yourself in the head. It's easy to forget exactly what all these metrics are. Like, peak is easy to understand, true peak less so. Momentary, to me, is similar to a VU meter - I think it's 300ms - and short term is something like 3s. Integrated is some kind of total averaged level but I think the previous three are all filtered at a certain frequency but also gated so very low-level signals don't affect loudness readings. I never really use short-term but the rest are pretty useful.
On a related note, reaper's semi-new option to normalize to an integrated loudness has saved me so much time. I always try to render audio around K20 but that used to involve me letting the meter load in real time. That's why I asked Vojtech to enable integrated-normalized rendering in MRecorder but he didn't seem interested.
