I'm using a sequencer plugin that will also send cc data out to control various parameters, like filter cutoff, any time a step is triggered by the sequencer. I can map this in Reaper and works as intended. However, I'm not sure how to accomplish this in Waveform or even if it's possible.

You can easily set the output of a track containing the internal sequencer to another track - just set it's output to the track you have the VST you want to control.

You can also use a rack and route things to your hearts' content, keeping it all in one place.

If you have multiple inputs in the first scenario, you can adjust the number of inputs to a track... Just set the number. You can have, say, 2 MIDI and a stereo audio input if the track's VST (or rack) can handle it. This is one way to use sidechain, or a VST like MidiChoir, where the audio is processed based on MIDI input (wanna sound like a choir? Use that, and if you play a C chord on that MIDI device, your vocal comes out in C, E, G all at the same time, live! Note that the keyboard acts like a gate as well, in MidiChoir. No keys pressed, no output.).

Thanks for the reply, Peter. However, I'm not sure how this helps me with getting the cc data (source) sent from the sequencer to a parameter (destination) in a synth so that I can modulate it.

For example, I can use midi cc102 sent from the sequencer plugin to trigger modulation on a parameter in the destination synth every time the note in the sequencer is triggered. I just need to map cc102 (or any other available cc number) in the source sequencer to a parameter in the destination synth for this to work.

I don't have any trouble using the sequencer to trigger notes in the destination synth.
