is it true that if i bought a used Sugar Bytes license it becomes NFR?

Their FAQ says:
You can transfer plug-ins on the page “My Products” in the the protected User Area. EDU & NFR versions are not for resale. A sold license automatically becomes an NFR version.
I can confirm, as all my second-hand plugins are not available to be further sold in my SB account.
