Cannot change the color of a track...

In Waveform 12, I want to change the background color of a track from blue to something else, because I can't see the track's volume automation line against a blue background. When I right-click on the track's header bar, I see the color selection strip, but when I click a different color, nothing happens. Have I overlooked something?

This can be done either from the Actions menu or the Properties pane (assuming you have the latter visible; if not, click on the up arrow in the lower left corner).

Click on the track, more or less near its name on the left. You should, in either Actions or Properties, see a rainbow prism. Click on the desired color.

Tip: if you set the clip to follow track color (in the Setup tab), all clip colors will match the track color. Purely your preference, though.

PS: I assume you meant 'Settings tab' rather than 'Setup tab', as I don't see a Setup tab anywhere.
