How should Peak meters behave?

Brief loose peaks that bounce with RMS values of the VU meter.

I'm having a discussion on the Rainmeter forum about how Peak meters behave. Currently Rainmeter Peaks have no hold option and bounce around above the RMS values of the VU meter. It is my opinion that although this is only an 'entertainment' app and not a 'pro' app, that it should still obey the way pro's use Peak meters.

What is the correct behaviour of a Peak meter? Should there be a Peak Hold setting that holds the peak for say, 1000ms, before dropping, thus allowing you to see the highest volume without clipping? Although this quite possibly only applies to noisy recording sources, I still think it is the best and most useful way a Peak meter should work in order to evaluate without clipping.

I prefer holds with adjustable decay settings (up to infinite).

The correct behaviour of a peak meter these days is giving every single option, on top of each other or next to each other, in every colour at every speed, because it's software.
