Scroll wheel not working on second display under some conditions

Hello,
I found out that several plugins have issues with the scroll wheel input on a secondary monitor.

I am running Windows 10, tested both vst2 and vst3 in Bitwig 5.2 and FL Studio 2024, with the same results.
My setup is made of two 4k monitors. The right monitor is the primary display, while the left monitor is the secondary display.

All the following plugins do not respond to mouse wheel events when dragged secondary display (left monitor):
- ACE 1.4.2 rev 12092
- Bazille 1.1.1 rev 9619
- Hive 2.1.1 rev 12092
- Repro-1 1.1.2 rev 12092
- Repro-5 1.1.2 rev 12092
- Triple Cheese 1.3.0 rev 12092
- Tyrell N6 3.0.0
- Zebra2 2.9.3 rev 12092
- MFM2 2.5.0 rev 13385
- Uhbik 1.3.1 rev 9629

The following plugins work correctly on every monitor with every configuration:
- Diva 1.4.7 rev 15105
- Filterscape 1.5.0 rev 15011
- Podolski 1.2.3 rev 14897
- Zebralette3 0.0.1 rev 15573

If I set the primary display to the monitor on the left, and the secondary display to the monitor on the right, all the plugins work correctly.

My guess is that the failing plugins are not handling negative mouse X coordinate correctly, which may happen when the primary display is set to the left monitor.

We had fixed this problem a short while ago, that's why some plugins already do work correctly.
We obviously could not update all plugins at once, so some plugins will still exhibit this glitch.

All plugins will have the fix for this included with their next update.
