Hi folks, I am quite sure that this question has already been asked a lot, but I could not find any information about it by searching the forum (or the internet). So, if someone knows, how to solve the problem (if!), I'd appreciate it.
Since a few weeks now - with a new computer - I downloaded Waveform 13, after having used v.11 for several years. And in v.11 changing the language to German, was no problem at all. Now, in v.13 it just seems not possible. When going to "settings" --> "Get additional languages", a window opens, claiming that the lanuage file is about to be downloaded and Waveform will apply the new language, as soon as the download is complete. Well, this just never happens. I tried checking for manual language updates or going to the Language Wiki, but this Wiki page is not exactly helpful, because it contains no information on how to include a language file (there is even a txt-Version, but not in file form - strange thinking ...) into Waveform ...
Is it possible to change language, if so, how? Or is this another WIP?

this is one of the pains in this program, unfortunately. You can still go to the wiki and copy the translation file, which is essentially a txt file, just change the file extension to .lang and put it in the AppData\Roaming\Tracktion\Waveform\Translations folder, it will be available for selection.
The main problem you face is the complete absence of the original language file in English, all the changes recently have not been included in the list of words, so some of the words used are simply missing from the translation. You can add the missing words to the translation file yourself, using the selection method, which by the way also does not guarantee the translation's operability.
The translation file is not downloaded, for full-fledged translation work, a full-fledged processing of the translation system in the program is required, but judging by the message that pops up when trying to download the translation, work is not underway there yet.

Automatic language changes are broken for some time now. It can be achieved manually, though.
Ask your local tech-savvy friends for help, if needed for comprehending the following instructions.
For manually achieving the change of the app language, first visit this site:
https://wiki.tracktion.com/index.php/Main_Page
follow on to the language of interest, in your case to German:
https://wiki.tracktion.com/index.php/Tracktion_German
Copy&Paste, then Save As...
Copy from inside the box all text starting with the first words <<language: German>> and ending with the words <<zurücksetzen?">> , meaning, you need to copy all text from the shown code box, starting with the letter << l >> and ending with the symbol << " >>.
Drop this text to a new, empty text file (TXT) which you best have opened with a pure Text Editor application like Notepad, not with a Word Processor application like MS Office Word, and save it with name <<Deutsch.lang>> or <<German.lang>>, but not to be called <<Deutsch.txt>> or <<German.txt>>, neither <<Deutsch.lang.txt>> or <<German.lang.txt>>. If you are asked for the wished format of the file, then choose format TXT, but do not let " .txt " to be the end of the file name and care that the file name ends on " .lang ". You may have to configure in Windows that it shows you the filename with its full file extension. By default Windows does not show it like this, which can lead to confusion and errors.
Then place this file to the following location, or to some equivalent path if you are on Mac or Linux or your Win would look different:
C:\Users\username\AppData\Roaming\Tracktion\Waveform\Translations\Deutsch.lang
Restart Waveform and select the language, which should now appear available for selection.
Although the language might instantaneously change, restart Waveform another time.
Now you should be done.
Your language file might profit from further editing, but I by now have no experience with this.
