...or only within the Mux Rack.
Its quite simple to make an FX Mux Rack, then right click a slot in another Mux rack, select insert module, and add "FX Rack" from the Sends menu at the bottom of the list.
But if I go into MuDrum, and I want to send an FX slot from one layer of one pad, to a particularly resource heavy effect that I would like to re-use one instance of, so I created its own send rack, its not accessible from inside the MuDrum. It only has a Module/Others/Send, send to nothing.
Can send FX be used anywhere?

Sends can send to modules within the same MUX.
So if you want to send audio to another MUX, make sure you add the necessary modular inputs and outputs so that the signal can flow to that other MUX.
Example: If you want to send audio from MUX A to a sibling MUX B:
* Insert an extra Audio Output module in MUX A.
* Insert the Send in MUX A and route its send out to that new Audio Output module.
* In MUX B add a new Audio Input module.
* Now connect the MUX A send out to MUX B new audio in.
If there would be more modular levels between MUX A & B, add necessary intermediate ins/outs so the signal can flow from source to destination.
