AGSC Locks Reaper when turning off builtin effects

AGSC is locking reaper x64 in version 3.7. When adding the VST everything works and it plays, however when disabling the builtin effects nothing happens and reaper quits responding. I've let it sit for over 6 hours to see if it unlocked and nothing. I've redownloaded and reinstalled but so far nothing is fixing the issue.
