Waveform 13 delay in arrangement locating to cursor while playing

I just upgraded to 13.2. When playing an edit in 12.5.21, if I clicked into a point anywhere across the tracks earlier than where the cursor is it would instantaneously play from that point. In 13 there's a lag - sometimes a few seconds, sometimes nothing happens and the edit keeps playing, while a bright blue marker on the timeline where I clicked flashes until the cursor obeys the instruction. Buffer is 23.2 ms; new or old edit. This behaviour's pretty consistent. Any ideas?
And a couple of grumbles: 1. The new user manual: I don't want to make like a troll, but who lets a user manual be published where the section hyperlinks don't function, and there are no page numbers? They're just hyperlink style formatting. That's plain sloppy.
2. Why the 'Save changes?' when closing the DAW, when I've already saved all open edits? Several more key presses or mouse clicks - that's just annoying.

Regarding your point 2, this is usually only asked for if there indeed have been made changes. A change is also considered to be a change if having positioned the play head to a new position, or to have changed the layout of the GUI. In my opinion this makes much sense to consider this a change, because you may have done this on purpose and might like to find it exactly like this when reopening the Edit.

Regarding 1, sorry I have no idea and cannot help with that one.

1. right click on the timeline and uncheck 'Quantise transport position changes'
Grumble 1: Yes
Grumble 2: In settings/general/saving you can choose between ask to save changes or always save changes (when closing) I just set to always save
