Has anyone else noticed that when you add clip effects to a mono track, it's turned into a stereo signal and forced to the left side? I just wanted to add some volume leveling to vocals. The track on the bottom of the image is what happens every time I apply volume clip effect. This didn't occur before version 13.5.8.

Isn't the line at the bottom the center line of the automation line showing how the clip volume is set throughout clip time?
Do you see at the level meter placed at the end of that audio track indeed only signal for the left output channel?

No, that line shows up faintly in the middle of the left channel. It's very hard to see. Here is an image that shows it a bit better:

Yes. It definitely only plays through the left channel.

Also, when adding Pitch Shift the audio within the clip shifts to the left, so part of the start is never heard and there is extra silence near the end. This is the same audio as the above:
