Layered editing

If I overlay one track with another for Layered Editing, lets say one track is chords and the other is a series of 1/8th notes, how do I drag over all the 1/8th notes without selecting the chord notes also?
I want to copy the 1/8th notes to the next chord and match them up but it selects chord notes too. Using Producer, V6 Beta. I did see a video that referenced "locking" one track but I don't have a lock icon. Thanks.
