OK, I've searched the forums a little bit, but haven't found the definitive answer to eliminate pops, clicks, and skips from Tracktion playback. I know it has something to do with the latency settings on the Settings screen, but I've tried really large and really small numbers there, without observing a difference. Is there a quantifiable starting point for this?
For the record: I'm using a Macintosh G4, 466Mhz, 640Mb RAM, M-Audio FastTrack USB as my input device, Mac OSX. I'm not using any midi tracks; just sound samples and direct recordings. The CPU meter in Tracktion shows at about 25% max.
Not sure what other details are relevant. Any specific advice would be appreciated.

If cpu is low I think you have maxed out to the performance ceiling of the harddisk. Quite plausible with a lot of audio tracks... Maybe you can make a mix and mute the individual tracks.
Otherwise you need to buy a faster harddisk, or record 16bits instead of 24bits, or record mono tracks instead of stereo, or whatever it takes to move less data around.
