Does anybody know if Tracktion does a complete audio hardware scan on startup? If not, is there a way to force one?
The reason I'm asking is because I moved my UC33 to another USB port, its still recognised as a device in Windows, but Tracktion is no longer displaying it as a MIDI input device. Boo hoo.

uninstall and reinstall the drivers...
Tracktion probably doesn't do a hardware scan (in the true sense) - I imagine it merely polls windows for a list of devices and where they are. If Windows is telling porkies, then Tracktion can't do much about it.
Generally a driver reinstall clears these kinds of problems.
