I have a normalized loop and if I set the volume filter to 0 db, the level meter is beyond 0 db in the red range
and the sound gets a bit distorted.
Is this the way it is supposed to be ?

do you have a plugin before the volume filter ?

Stupid me...there was the tracktion phaser inserted. Unfortunately the phaser cannot reduce gain.
I has similar issues with other plugs. Seems they are distorting the sound more easily than in other hosts.
is that possible ?

it's worth noting, that all internal audio is represented by 32-bit floating point signals, and you have to be insansely over 0db to have any actual clipping (distortion/loss of data) to occur. The only place clipping *should* occur is at the master out, although some old/poorly designed plugins may clip.

folks nothing is gained by normalizing - a destructive process after all that adds a tiny bit of quantization noise. Leave yourselves some headroom - it won't hurt anything.
