Don't know about the click track, but for ST you could put Voxengo's Audio Delay or Sample Delay (both free) on the track. The first lets you specify the delay in milliseconds, the latter in samples.

Maybe not helpful for whatever it is you are trying to do, but, you could play along with the click and then move the tracks to the left by a few milli-seconds.

Maybe I am going about things the wrong way.... Perhaps there is some way to get my recorded audio to automaticaly be moved back by 23 milliseconds rather than moving everytihgn else forward by 23 millliseconds. Anyone know how to make recorded audio default to an ofset of -23 milliseconds after recording?

We can ignore you if you like ;) but to answer your question about moving recorded audio by -22 miliseconds, click on the audio input and you'll get a time adjust section where you can put in -22 miliseconds if you like

The auto-detect button also allows you to set it up to detect and compensate for your soundcards latency if you're not sure what to delay by
