I have some portamento notes in a phrase.
The couple of times in the phrase it triggers.
But suddenly a couple notes later it doesn't. I even copy pasted the working notes, and it still doesn't.
There is no CC information in the track.
The knobs in the articulation screen do not move.
Any ideas?

Try to disable et re-enable the articulation, see if that helps.

This was total user area. I neglected to noticed that when I copied the notes, I lowered the pitch of the top one by half a step, thereby taking it out of Portamento range. I used a pitch shift instead.
So for anyone reading this who may have the same issue, check to make sure your notes are within range, and not too close in pitch as Shreddage can't do a portamento if the notes are too close in pitch.
