I know it's not exactly an Apples to Apples test (pardon the pun) but the preset works fine on my Intel Mac using Z2.2 AU and AU Lab 2.0.0. I moved the LP Allaround filter cutoff by hand with the mouse, I modulated it with an LFO, mapped it to a midi controller (modwheel), and used an XY. Every one of them changed the cutoff smoothly. I also changed the VCF type to several different LP variants and all of them seemed to work correctly.
It could very well be a bug in the VST version but it doesn't exhibit itself in the Mac AU version. It could also be some sort of bug with FL. Have you tried any other Windows hosts?
BTW, I really like that patch psycox! You're presets are always top notch and I like how you're using the new 0 voice pauses in the ARP to good effect.

i have this effect only on pc (and till this day i think 3-4 times, this is realy rarely). i cant reproduce it. it comes after playing a little time on my keyboard while tweaking the cutoff. it was on different patches. it was nnever seen on my mac.
