I would like to know if any one knows a good software developer with audio experience. I have a simple aplication (I know nothing is simple)that I would like to build and want to know where I can find someone that can help from the ground up, developing components plus GUI design etc

There are plenty of people on this forum who program and have made freeware stuff. You could approach smart electronix or DestroyFX. Or Toby Bear. Is this a commercial venture?
