If you study it closely you'll see the speech segments are stored across 3 oscillators:
OSC1: Vintage <- changed by MSEG1
OSC2: Modular <- changed by MSEG2
OSC3: Blubbery-Thing <- changed by MSEG3
Careful application of MSEGS modulates the position in the wavetable giving us the impression of speech. Remove (or 0 out) the modulation of the MSEG attached to the OSC wave knob and rotate it yourself, you'll hear the elements of each word. This also creates some pretty cool sounds in itself. I like going from max to min, gives a nice creepy backward speaking sound.
You'll also notice that the first table of OSC2 and OSC3 are empty, meaning they won't start "speaking" until their respective MSEG kicks in.
Top it off with some FX to give it a ghostly feel and you have the preset. It's definitely more of a clever hack than showcasing zebra as a sampler. The time that went into this short phrase was no doubt lengthy. A tool like Alchemy would be much better suited for vocal manipulation.

That is strange. I've used Zebra (2.2 to 2.5) on FL 7, 8, and 9 and never had that happen.
