This preset uses the sample (created using one of my own presets for Soniccouture Novachord, published with kind permission) for both oscillators which are detuned. To this the awesome Chorus FX of PPG 3.V (one of my favorite Chorus FXs) is added.
While rendering the sample it was processed using the Waldorf D-Pole filter plugin. Additionally the PPG Wave 3.V adds it's own character to the sound/sample. The original sample sounds quite boring compared to the result in this preset.

It would be interesting to "dismantle" a sound like the one you posted into timbres, and see if it can be matched. For example, I see that both PPG and one of my favs, Yoshimi, both have 8-timbral capacity. Cool..

the preset uses the sample import feature of the PPG Wave 3.V. The sample is based on a preset created with the Soniccouture Novachord Kontakt instrument which includes the controls of the real synth.
Some of the "magic" in that PPG Wave 3.V preset comes from the PPG filter, the Chorus FX and the emulated aliasing (PPG 2.2 True PPG mode).
So far everyone failed to do either an emulation or reprogramming a convincing recreation of the Novachord sound.

The hardware consists of 163 vacuum tubes and 1000 capacitors which create a divide-down architecture like in some String maxchines.
It also has a unique synth engine with 3 "Resonators" (= oscilltors with BP filters and high resonance with diffferent frequencies), a LP filter, a HP filter and an allpass filter.
Another unique feature is that each note has a slightly different vibrato rate so when playing a chord all notes sound slightly different.
All that, especially the tubes and capacitors are difficult to emulate. Recreating each of the tubes and capacitors with DSP code will result in a plugin that could hardly be used on todays desktop computers.
So as a conclusion it would be hard do do a convincing emulation or a recreation on another synth but it could be possible to come at least close.
So basically this is a great challenge for sound designers and developers...
I recently got Mutools MUX so maybe i could come close with a modular synth like that.

I made a patch for ACE that was based on (my memory of) the Novachord, but I wouldn't mind having a serious go at an emulation or two.
