That's not speculation, he's answering your question of why a certain fix might take a while when other fixes were rolled out quickly. Nothing is misleadingly out of context and I think the logic is quite apparently to anyone else reading; you've got to hold yourself to the same standard as others. Well, see it from the bright side; if they have addressed this PDC trouble and fixed it right (we'll soon figure this out I guess), this is one of the last opportunities to troll on the PDC issue. I wonder...
