Cubase 7.5 had this problem. Only way to sokve it is to run it as administrator. Cubase 8 solved this.

Should I pay $50 to get some bugs fixed?!
And have a bunch of new bugs introduced?
And what about the UX that should have been fixed a decade ago?

Now, why don't you go get some investors so you can afford a competent QA-team with some balls?
And then, maybe in a few years or so, I will take another look at your products.

Cubase 8.5 is actually Cubase 13.6

Cubase VST32 5.1 got released in 2001, and then for some reason other along came 2002 and Steinberg decided to start with Cubase 1.0 all over again

It's definitely possible, it's how I used it on 8. The way I understand it,

1) Go to the full media bay (F5) and on the left column you should see your directories. Navigate to the folder you want it to scan.

2) If you can't see your file directory you need to click on the little window layout button at the bottom left of this media bay window, or press shift+F2 and then tick "define locations".

3) Once you've got to the right folder(s), tick the box next to it to tell Cubase to scan it's contents.

4) At the top of this column it says "Define locations", click the Add button and name the location, this will now available from the drop down menu when you load up the new rack media bay.

5) Finally, if you have folders within folders and you want to see them, there is a little icon in the shape of a folder in the mediabays. It's called "deep results" Click it.

That is why I am holding off on it for now.
Seems as if Steiny is going the way of Sonar here in the bug fix/new bug system.
