so first the seller has to pay for their license transfer credit and after that the buyer cant sell it anymore...wow

Because I've looked and not been able to find it anywhere on IKM's website and they don't mention it here:

Now 2nd hand purchases don't qualify for Jam Points:

but nothing listed here limits the right of someone with a 2nd hand license to resell it again.

So if a 2nd hand buyer wants to transfer their IKM license they will need to create a support ticket to make that happen.
