As long as you are a v.10 user then you can access the Beta but it may take some time.

It took me a few weeks to get on (this back near the beginning of the announcement). I don't know if they vet (I've been a Live user since 8 and took part in the previou beta), or maybe they've just had a lot more applicants. I'd think you should hear something soon.

I hope. I desperately want to work with the scales and midi editing features they picked up and improved from FL studio. Unless Ableton implements something like Logic's processing buffer or Cubase ASIO Guard, can they really improve it much? It's much harder for a DAW like Live to add a double-buffering like Cubase, Logic, S1 or Reaper do, because in those DAWs it's easy to narrow down which tracks are fixed and which can change during playback - it's arming status that determines that. With Live's interconnectedness (you can modulate anything anywhere), Max 4 Live devices, hot swapping, possible on-the-fly input from session view & dummy clips and quite extensive possibilities for random / generative MIDI and FX it's much more difficult to pre-buffer tracks.
I guess it's a price Live pays for being... well, Live
