Yes, these freebies appear to be tied to the hardware you have from Focusrite (or Novation). Neither company has explicitly stated what the "tiers" are, though they've implied there are tiers. But as far as I know, the offers are available to all customers and not limited to a geographic area.

I have a mix of Novation and Focusrite hardware and they get a different mix of freebies.
I have them registered to different accounts so easy to compare them.
There is a lot of crossover between the two but there are significant differences.

Again, this offering was from the Sound Collective ["Resistance is Futile"], which is Novation. Have you received other freebies/discounts from Sound Collective/Novation? If you have, it might be worth asking them what the difference is this time.

Yep. Only Novation hardware here, but, I always get the Focusrite offerings now.

so i downloaded this plug-in sometime in august and it was working fine, now when i load the plug in, it is asking for my license activation. The plug in doesn't appear anywhere in my "audio FX" in plug in collective, and i really don't recall ever manually entering a license when i did (i just can't remember, but obviously i must've). in the yum audio website, it says i have "0/2" license activations for this plug in...meaning i have 2 licenses i haven't activated yet?

Where can i find my license? i've searched my email for "yum-audio" "scarlett" "plug in collective" and didn't find anything regarding the actual license key.

edit- i just had to activate my license by entering my email and password inside the actual plug in. i thought i needed a license key code.

anyway, will this plug-in stop working on october 28, or can we download it and have it for free forever UNTIL october 28? this is very misleading and confusing wording.

login into your yum account from within the plugin (username + password)

Cool, thanks for the heads-up. I totally forgot about the free plugins that are offered every once in a while for owners of Novation or Focusrite hardware. Thanks to my Novation Impulse MIDI controller I was able pick this up for free.
