Ok that's weird. This is the old config file, the new one should contain lots more data. It seems like Odin is not able to overwrite this file, perhaps a permissions issue. You could try to delete this file and see if that helps (if it is important to you).

I deleted the config file and re-installed the plugin. Edit: I've also checked it in Cakewalk, the help button issue persists in Cakewalk as well, so it's not a DAW related issue.

From what I read, Facebook shot themselves in the foot while updating their router configs, which not only removed them from the external internet, it also prevented their employees & engineers from using internal networks and remote access to resolve the issue. So they had to resort to dispatching engineers in person to a Facebook data center to fix things.

Facebook has shared an official statement on what happened. It confirmed the outage took down its internal tools and systems, "complicating our attempts to quickly diagnose and resolve the problem." That's why it took so long to fix: it's hard to do so when your infrastructure has self-imploded.
