Autogain only working in one direction

Hello,

I've set AutoGain in the proper fashion (I think): music bus send to the vocal bus to channels 3 and 4 (I'm on Reaper).

AutoGain only seems to work in one direction: reducing vocals volume. Why is that?

it should also increase the volume in softer vocal parts.
