You could try making something similar with Avenger although it would take quite few modulations to emulate the detune and mod knobs behaviour.
That's without even taking into account the harmonic tilting which, with Avenger's limitation (some of which are quite odd, like the inability of setting numeric values in any parameter), would mean the only clever way to do that would be using the remaining third macro knob and assigning it to a keytracked bandpass filter to emulate some sort of tilt while also having to lowering the overall volume of the harmonics while the tilt is flat. Doable, but pointless.
With only three oscillators (you can assign alternating harmonics to the second and third one) you can try to sorta emulate the logic behind it and of course it's good just to stretch your mental muscles a bit but it's otherwise pointless. The matrix would look something like this (I separated the lfo rate, and tied an additional spread to the detune amount, among adding a boost for it).
