I was thinking of selling my copy coz I am trying to get rid of half what I own, but at the moment I have decided to keep it and get rid of other things first
Do you know if the iOS / iPadOS version of Imaginando FRMS has that Same Functionality of being able to FM one live input against another live input?
I think I made a mistake - live input is not able to be FM'd - rechecking at the moment

on the desktop version the FM knob is greyed out for live input so you cant feed it into the fm. So here’s a question, what Software Synth available, on any platform, has functionality that is the Closest to what the Yamaha SY99 was capable of doing—including loading your own samples in to do FM of them?

I can recommend Plugdata as an open source freeware alternative to paid modular environments like Reaktor, Max & co etc to achieve FM (or rather PM) of 2 audio signals.
The included live electronics tutorial features a "Signal.FM.PM.pd" help file with easy to copy math for Phase Modulation. I recorded a quick demo using it for FM here:

It's relatively easy to do phase modulation with arbitrary inputs for carrier and modulator in VCV Rack. I've used the Waveguide Delay from Sckitam to pretty good effect. I posted a proof of concept example on the VCV Rack forums:
