Nope. Happened with SM3 presets, i don't think i even imported the SM2 presets yet. I tried that out from here and it works ok for me. I only mute the first layer, and the other SM3 presets I check out aren't muted.

I was thinking it might be nice to have the option of using a saved Layer preset to load as a new layer. The way it is now, you have to add a new layer first, then load the saved one into that newly created layer. It would save a step to have it as choice under the gear icon.

The master drum sequence dialog is shaping up nicely. Here's an example preset with 4 drum-part layers. This dialog only shows drum-part layers, meaning you can have other layers for melody 
The purpose of this dialog is to make it easier to create drum patterns. and you are not limited to a single pattern. Previously, there was only a SINGLE pattern for the Sequencer. But now we can have MULTIPLE patterns, which can be assigned to keyboard ranges just like multi samples! If there are multiple patterns assigned for a specific key range, you can set which one to start with (First pattern, round robin, random) and which ones come after.
Just so you know, this applies to regular layer sequences as well. If time permits for v3.1, I am going to create a similar screen to edit multiple patterns for layers so that you can assign different chord progressions / sequences to multiple keys! and you'd be able to save sequence lists as separate presets.

Sadly I've been getting frequent crashes in FL Studio and today also Waveform Pro 13.
If I submit the Crash Log to Image-Line support they're just going to see that it references the Synthmaster 3.dll and they'll blame the plugin, close the ticket, and move on.
I'm also getting frequent stuck notes in both DAWs. I've had to hit the panic button a couple dozen times today. I'm really loving SM3 as a very deep and feature rich synth but it's stability here is not good.
It's possible there could be something system specific here but it's a system with 1,000 plugins and both DAWS I use daily rarely if ever crash. None of the two dozen or so plugins I use every day have such crash and stuck note issues so I'm not sure what to tell you. Win 10 latest version, latest release versions of both FL Studio and Waveform Pro 13.

Is there just one velocity setting for each step? Is there a way to do things like alternate the velocity every other step e.g. just for the hihat and leave the others at a certain velocity setting?

Here's a 3 layer preset I made that's real basic but thought I'd share. I used longer samples (around 10 seconds each) of my Sub Phatty to make this. The filtered sound and drive effect are in the samples themselves, not from SM3.

All the crashes happened while creating patches. Once it happened while dragging Velocity to modulate a parameter but other than just being in the act of creating patches I haven't found a common trigger for the crashes. As for the stuck notes I think I've found the culprit. It seems to happen when using an Arp set to Chord mode (which is one method I use for making trance gates).
Try this preset:
I can get stuck notes in both FL and WF quite easily playing that patch. There's not much else going on in the preset as far as modulation so I'm not sure what's going on. Of note, I am playing the patches from a midi controller as opposed to placing notes in a Piano roll when the stuck notes occur.
On the subject of presets, here's a dozen that I've done so far. Nothing that's going to win a gold medal but I noticed a lot of factory content is geared towards more modern or EDM type sounds so I wanted to see how SM3 does with more "old fashioned" types of sounds...
