No it's not implausible or rare, but a lot of people have got confused about UA's licensing on their freebies and often give incorrect information. All the UA-issued freebies come with machine authorisation - that's generally believed to be because there are costs associated with the Cloud license type, which UA doesn't want to bear giving away large amounts of free licenses.
In the case of Polymax, the first "freebie" that people got was a promotion with a Loopcloud subscription. These weren't UA-issue freebie licenses, they were a promotion in association with Loopcloud, and were full, legit, regular Polymax licenses (that presumably Loopcloud had a financial arrangement with UA on). This code was leaked, so a lot of people took advantage of getting their free Polymax - all those Polymax licenses had iLok + Cloud licenses as all the other commercial UADx plugins.
Later on, there was a second giveaway of Polymax - this one was if I remember correctly in association with Plugin Boutique. These *were* UA-issued freebies, and so came with iLok + Machine licensing.
Since those days, UA have issue more freebies, including the LA2A and others, and they have all been iLok + Machine licensing, no Cloud option.
So people have got free Polymax licenses, with different licensing options, for those reasons.

What I meant is: it's quite implausible that someone has an UAD-freebie* that doesn't offer machine authorization.

Some of their plug ins are good and some are really not very good at all. As always listen and find our for yourself what you like. One in particular is a complete joke of an emulation. Hard and digital and zero basic tone of the original device, terrible.
