This is due to your network connection settings. You need to make sure, MPluginManager has working internet connection, not firewalled, proxy etc. Then the message disappears. In case you do not have internet connection, you have to use the offline install option.

Martin, thanks to your answer I have PARTIAL success. In effect, when I turned my connection off I was able to launch the PluginManager. I did all the OFFLINE installation procedure, BUT!:

P.S. An interesting fact that you can see it's avx2_17.08.01. However the one inside the offline package is 17.08.02!

I have found and fixed the issue, one of the file was oudated, because of the CDN server cache, therefore it was not looking for the right package 17.08.02. If you re-download the installation data again, all will be fine. Thank you for your report.
